I doubt that would be blurr; the odds that he had never been chased by police before are just about zero.

He isn't perma-banned, but after his last temporary ban, he apparently was PO'd enough not to come back. He's still a member and could pop up any time, and that would be fine as long as he can maintain a minimum level of civility.
