I just don't understand how something like that can escape the QA folks. I mean, they evaluated the prototypes, then sent them to China, where they made pre-production samples, which were sent back to be tested. Then production ready samples were tested. Finally, the product was made, they must have tested some of them over there in China, and I'd have thought they would also have randomly tested product as it arrived in the US.
BUT... It might also have to do something with the fact that the people evaluating the toys know what they should be saying. People that don't know what they toys are supposed to say, try to figure out what it is saying, and the cheap hardware doesn't really make it crystal clear. Like with some song lyrics, that you can confuse some words, and it's not until you read the actual lyrics that you figure it out. At my old job we had a stupid remote control robot. Every time you turned it on it said a greeting message, that was randomly chosen from a huge library... Like 7 greetings. The thing was called "I-Robot", and one of the greetings was that, "I Robot", but everyone swore it said "I Moron".
