In Mexico we call that kind of settlements "lost cities", they are mostly built by the railroad tracks, in the space that was left for a railroad car to turn over/wreck or to service the tracks, federal land that is not constantly in use, like service roads for hidraulic facilities, etc. It's a bit more complex than access to land, and it has a lot to do with the poor trying to screw up the government and taking advantage of public property.

Yeah on school field trips in Austria we took the train a few times...I was known for letting a firecracker out at the platform while we were stopped through the toilet...you saw the track straight down. It would freak people out to hear a loud BAM.That was 92-95....LOL
