$900 for a "street fightered" Ninja 250, but has electrical problems. Certainly these can't be anywhere near as complex or unstable as the Ducati's, right? I'm pretty decent with electrical work, but have never done anything like this. It's apparently got a lawnmower ignition in it and it keeps blowing the main fuse.

Think this is something I can tackle, or will it just be sitting in my garage until I sell it to someone more competent than me?

Weston? Ugh. Too far south. Unless that Ducati was taken to the mountains, it has never seen anything more than an off/on ramp for both elevation and twists. Owning a sportbike in S. Florida is like having a <fill in here something useless>.
